Compared to SO7 the contextual help was used less often because of the improved
accessibility of Help as a Menu and Toolbar item.  But Help buttons on floaters
still sometimes do not provide contextual help as is the case on the Mail Merge
Wizard Floating Toolbar.  Recommendation: Contextual help should be offered
whenever possible.

by Contextual Help?
