Build:
Aoo3.4.1 m1 (Build:9591) - Rev.1354891

Steps:
1.New a presentation in AOO.
2.Create header and footer via "View->Header and Footer..."
3.Click "Variable" radio button in Date and Time section and select a value from Language list box, such as "Chinese (simpified)", select a chinese date format.
4.Click Apply to All button, chinese date time format field added for the slide.
5.Save this file as ppt format. 
6.Close and reopen this new saved file.
7.Click "View->Header and Footer...".
8.Check the Language value.

Defect:
The Language and format is not display correctly. settings are back to default ones. please refer to the screenshot for detailed info.
