Word users are are used to activate headers and footers in the view menu. 
Recommendation: Add Header/Footer option to the View menu.

IMHO it's not just a matter of being a Word user or not. Every user not used to
work with styles can have a hard time getting a header or footer switched on.

Besides that I think we should keep this in the "Insert" menu and improve the
usability of this as described in issue 60426.

My strong negative vote for the suggestion to "insert" headers/footers via the
"View" menu.

This resembles issue 61679. Anything said there applies to this issue, too.
