Using Shift-Tab causes the bulleted list to work properly ... however using the
toolbar icon to drecrease indent does not work as expected.

Here is the template code for the two examples below:

* blah blah blah blah
* blah blah blah blah
   @ more blah more blah
   @ more blah more blah
   @ more blah more blah
   @

Using Shift-Tab Method (works like expected):  If the cursor is at the very last
bullet (the last @ sign) and the Shift-Tab is pressed.  This is what you get:

* blah blah blah blah
* blah blah blah blah
   @ more blah more blah
   @ more blah more blah
   @ more blah more blah
*

Using decrease indent toolbar (does not work as expected):  If the cursor is at
the very last bullet (the last @ sign) and the decrease indent toolbar icon is
pressed.  This is what you get:

* blah blah blah blah
* blah blah blah blah
   @ more blah more blah
   @ more blah more blah
   @ more blah more blah
@

The behavior of the Shift-Tab should also be applied to the decrease indent
toolbar icon.
